Review is based on mission alignment, authorized purpose, geographic need, harm-prevention safeguards, and whether the requesting organization is actively using the intelligence to support housing navigation, legal advocacy, policy work, direct service, public-interest research, or approved institutional planning.
Scope 1 — Single State
State Intelligence Access
For organizations, firms, or agencies concentrated in one state. Legal aid orgs, solo practitioners, city housing departments, single-state researchers, fair housing advocates, reentry coalitions.
Purpose Review Required
Single-state access is released only after NSCN reviews the applicant’s purpose, state scope, authorized use, and safeguards against resale, scraping, exclusionary screening, or harm to voucher holders.
