ARTICLE I

Purpose of This Page

The National Second Chance Network publishes public-facing housing access, barrier navigation, voucher intelligence, state hub, Living Archive, and Intelligence Atlas materials for education, public understanding, professional awareness, and network navigation. These materials are part of NSCN’s public intelligence layer. They are not an open-data release, dedication to unrestricted reuse, lead list, brokerage database, referral inventory, or permission to extract, copy, scrape, resell, repackage, or commercially exploit NSCN content.

ARTICLE II

What These Terms Apply To

These Public Intelligence Use Terms apply to public NSCN materials including state hub pages, Intelligence Atlas pages, Living Archive ledgers, Housing, Legal, Financial, Business, and Homeowners Node descriptions, voucher intelligence materials, public barrier summaries, public schema, dataset, FAQ, educational descriptions, public resource language, summaries, indexes, and navigation structures.

ARTICLE III

What These Terms Do Not Apply To

These terms do not apply to private member submissions, partner records, protected intake information, internal routing records, private Vault materials, subscription-only resources, payment records, operational correspondence, or any non-public NSCN operational records.

ARTICLE IV

Permitted Public Use

Visitors may view, read, link to, cite, and reference public NSCN materials for lawful educational, informational, research, advocacy, policy, or professional awareness purposes. Limited quotation or reference is permitted when NSCN is clearly identified as the source and the use does not misrepresent NSCN, imply endorsement, remove the material from its proper context, or conflict with these terms.

ARTICLE V

Attribution Standard

Any citation, excerpt, reference, or professional discussion of NSCN public materials should preserve the meaning, context, and source identity of the material.

ARTICLE VI

Prohibited Use

Public NSCN materials may not be used to build or sell lead lists, create pay-per-lead products, scrape or bulk copy NSCN content, mirror the site, repackage NSCN intelligence as a competing database, train or market a commercial product using NSCN’s public architecture without permission, solicit or exploit renters or voucher holders, remove attribution, imply endorsement, or use NSCN content in a way that conflicts with the Second Chance Living Standard.

ARTICLE VII

Member Intake and Personal Information

NSCN public intelligence materials are separate from member intake submissions. Public NSCN materials do not grant permission to access, buy, sell, transfer, scrape, identify, contact, or extract information about members, applicants, voucher holders, renters, partners, or any individual person. Member intake is routed under NSCN’s protected routing model. It is not public intelligence content.

ARTICLE VIII

De-Identified and Aggregated Intelligence

Some NSCN public materials may describe housing barriers, voucher access patterns, state-level conditions, node architecture, or de-identified and aggregated intelligence. De-identified and aggregated intelligence is presented for public understanding and network navigation. It is not a release of personally identifying information and must not be used to attempt to identify any individual, household, voucher holder, applicant, member, or renter.

ARTICLE IX

Institutional and Vault Access

The NSCN Voucher Intelligence Vault, protected access materials, institutional datasets, subscription resources, private reports, and non-public intelligence products may be governed by separate access terms, subscription terms, written agreements, or institutional use restrictions. Public access to a state hub, Living Archive, or Atlas page does not create a right to access private Vault materials or institutional intelligence products.

No Professional Advice

NSCN public materials are provided for informational and navigation purposes only. NSCN is not a real estate brokerage, landlord, property manager, government housing authority, law firm, financial institution, credit-repair organization, emergency housing provider, or lead-generation marketplace. NSCN public materials do not guarantee housing placement, voucher success, legal outcomes, financial outcomes, partner availability, approval, eligibility, or any specific result.

Reservation of Rights and Contact

NSCN reserves all rights not expressly granted on this page. No ownership, partnership, agency relationship, endorsement, data access right, resale right, scraping right, or commercial reuse right is granted by visiting, viewing, linking to, or citing NSCN public materials.
