NATIONAL SECOND CHANCE NETWORK
WHAT NSCN IS
The National Second Chance Network (NSCN) is a 50-state public-access, professional-discovery, secure request-transmission, community-navigation, and housing-intelligence ecosystem. NSCN helps barrier-impacted individuals identify service categories and request contact with independently operated providers. NSCN does not employ participating providers or direct professional work.
Service-category titles classify the subject of a member request. They are not job descriptions, assignments, required scopes of service, promises of acceptance, or instructions concerning how a professional must perform licensed or regulated work.
NSCN is not a real estate brokerage, sponsoring broker, law firm, financial institution, employer, or provider of licensed professional services. NSCN does not recommend the most suitable provider, guarantee an engagement, direct professional judgment, set work methods, or create a professional-client relationship. A regulated pathway may operate as directory-only or remain unavailable until applicable state requirements and written operating controls are satisfied.
HOW PARTNER PLATFORM ACCESS WORKS
Partners subscribe for platform access, profile visibility, category and service-area listing, secure request-transmission tools, and network infrastructure. Subscription fees are not calculated from the number, value, acceptance, or outcome of member requests.
A member selects a service category and may request contact. Where request transmission is legally enabled, NSCN may transmit the request using objective service-area and provider-availability settings. A transmitted request is an invitation to evaluate possible engagement. It is not an assignment, a promise of work, a required response, or the creation of a professional relationship. The provider may accept or decline, and the member remains free to choose another provider.
Partners are independent professionals and businesses. They are not NSCN employees, staff, agents, or representatives. Each provider controls request acceptance, conflicts, capacity, staffing, scope, methods, timing, communications, contracts, fees, compensation, professional judgment, and outcomes. NSCN does not discipline a provider for declining a request or for an unsuccessful outcome. A real estate sales agent may participate only through, and under the authority and supervision of, the agent’s sponsoring brokerage.
NSCN does not accept referral fees, commission splits, legal fees, real estate commissions, settlement proceeds, or other transaction-based compensation from partners or members. Subscription charges are fixed platform-access charges and are not contingent on a member request or transaction.
Legal, real estate, mortgage, credit, and other regulated pathways are enabled only to the extent the participating entity’s licenses, supervising authority, advertising obligations, and applicable state law permit the operating model. Some categories or jurisdictions may be directory-only or inactive pending regulatory review.
Every partner agrees to honor the Second Chance Living Standard™ (SCLS), the moral foundation of NSCN and the network’s commitment to dignity, honesty, non-extraction, protected information, and meaningful access. The SCLS is separate from NSCN’s Terms and Platform Participation Policy and does not prescribe professional methods, prices, strategy, staffing, consultation terms, request acceptance, or outcomes.
THE SECOND CHANCE LIVING STANDARD™
The Second Chance Living Standard™ defines how people in hardship deserve to be treated across the NSCN ecosystem. It is not a terms-of-service document, compliance checklist, fee schedule, or instruction manual for licensed professional work.
Participating providers honor the SCLS through dignity, honesty, non-extraction, privacy-conscious treatment, clear communication, and respect for member choice. The SCLS does not require a provider to accept any request, offer a particular consultation arrangement, reduce lawful fees, follow NSCN-selected professional methods, or achieve a particular result.
PARTNER PARTICIPATION POLICY
These rules govern use of NSCN’s platform, listings, request-transmission tools, and member information. They are separate from the SCLS and do not direct a provider’s licensed work, professional judgment, pricing, or engagement decisions.
- Use member information only to evaluate or respond to the member’s specific request, and limit access to authorized personnel who need the information for that purpose.
- Never sell, rent, trade, license, exchange, monetize, or otherwise provide member information for money, services, access, advantage, or any other thing of value.
- Never transfer, disclose, remarket, bulk-solicit, add to a marketing or contact list, or use member information for advertising or marketing. Information may be disclosed only as necessary to respond to the member’s specific request, when expressly directed by the member, or when required by law.
- Accurately identify the independent provider, applicable licenses, and supervising brokerage or entity where required.
- Disclose consultation terms, consumer-facing fees, contracts, and material engagement conditions before services begin.
- Respect member choice and never claim that a member is required to use NSCN or a particular provider.
- Keep service areas, availability settings, credentials, and public profile information materially accurate.
- Comply with applicable fair housing, civil-rights, source-of-income, consumer-protection, privacy, professional-conduct, and anti-discrimination law.
- Maintain all required professional licenses, registrations, insurance, brokerage sponsorship, disclosures, and compliance obligations.
Each partner may accept or decline any request. NSCN does not treat a decline as misconduct, require an explanation, reduce platform standing, or impose minimum acceptance, search, report, transaction, conversion, or outcome requirements.
Platform action may be taken only for written platform-rule violations such as false credentials, misuse of member data, unlawful discrimination, security breaches, misleading statements, undisclosed platform-related charges, or materially inaccurate platform information. Enforcement is not based on a provider’s decision to decline a request, lawful consultation or fee terms, professional methods, or the result of a matter.
FAIR MARKET ANALYSIS
NSCN may publish general market information and public pricing references for educational comparison. These resources are not price schedules, fee approvals, rate caps, required discounts, or professional recommendations. Each provider independently sets and discloses its lawful fees and engagement terms. NSCN may review only whether pricing statements made on the platform are false, misleading, or materially undisclosed; NSCN does not judge or control the amount of a lawful professional fee.
HOUSING NODE
Housing participation is available only to properly licensed brokerages or legally exempt providers that independently choose their service categories, markets, staffing, fee model, and request capacity. NSCN does not assign searches, direct sponsored agents, set agent compensation, or require a brokerage to accept any member request.
The contracting Housing Node participant is the brokerage or other legally authorized entity. The participant independently determines which authorized personnel respond, whether to accept a request, what locating activity to perform, how representation is handled, and how compensation is arranged. NSCN is not a sponsoring broker and does not participate in brokerage activity or property-paid commission arrangements.

Optional Voucher Access DesignationA brokerage may display this designation only when it independently elects to provide rental-location services to Housing Choice Voucher holders. A brokerage choosing the designation agrees to contribute periodic, de-identified market observations generated through voucher-related searches the brokerage independently elects to conduct. Contributions concern market conditions, not assigned member work. NSCN does not assign ZIP codes or searches, set minimum activity, require a report for a particular member request, direct sponsored agents, or condition platform access on a transaction outcome. No member-identifying, confidential, application, disability, criminal-history, or financial information may be submitted.
LEGAL NODE
Legal Node cards identify areas of law and provider availability only. NSCN does not evaluate a claim, recommend a lawyer, determine suitability, form an attorney-client relationship, or direct legal representation. Each lawyer independently handles conflicts, consultation, acceptance, scope, strategy, fees, and professional judgment. Legal request transmission is activated only where the operating structure and participating lawyer’s use comply with applicable state requirements; otherwise the listing is directory or advertising only.
A legal listing does not guarantee contact, consultation, or representation. Some states may require a certified lawyer-referral structure, advertising review, additional disclosures, or directory-only operation before legal request transmission is available.
Attorneys may independently display one of three profile settings: Free Initial Consultation Available, Paid Consultation, or Consultation Terms Available From Provider. The attorney sets the duration, scope, eligibility, availability, and all engagement terms. This selection is optional and does not change subscription price, listing eligibility, ranking, platform standing, or the attorney’s right to decline a request. Where legally permitted, members may use the setting as a directory filter. NSCN does not promise, fund, price, or require any consultation.

Provider Sets Engagement TermsPARTNER CONDUCT: WHAT IS NEVER PERMITTED
- Selling, renting, trading, licensing, exchanging, monetizing, or otherwise providing member information for money, services, access, advantage, or any other thing of value.
- Transferring, disclosing, remarketing, bulk-soliciting, adding to a marketing or contact list, or using member information beyond the member’s specific request, except when expressly directed by the member or required by law.
- Misrepresenting credentials, licensing, brokerage sponsorship, service capacity, NSCN’s role, or any guarantee of results.
- Treating a transmitted request as an assignment or claiming that NSCN created a professional-client relationship.
- Charging undisclosed fees or misrepresenting a provider’s advertised consultation or consumer-facing fee terms.
- Applying discriminatory practices in violation of fair housing, civil rights, source-of-income, or other applicable law.
- Claiming that a member must use NSCN, must use a particular provider, or may not seek another provider.
- Retaliating against a member for declining services, choosing another provider, submitting a complaint, or reporting misconduct.
- Accepting or soliciting referral fees, commission splits, legal fees, settlement proceeds, or transaction-based compensation from or through NSCN.
A provider that declines or cannot assist may offer the NSCN Resolution Web as an optional resource. The provider is not required to make a referral, perform additional research, or explain professional strategy. The member remains free to seek any other provider.
A provider may accept or decline a request, set lawful fees and consultation terms, choose staffing and professional methods, define or limit scope, end an engagement under applicable law, and leave the platform. Those independent decisions are not platform misconduct.
