The Resolution Web

When a Housing Pathway Cannot Move Forward, the Network Opens Wider.

The Resolution Web is a protected pathway inside the National Second Chance Network. It is available to members who have completed a housing evaluation with a verified NSCN partner and were unable to move forward at that time. This is not a termination of the process. It is access to the next layer of the network.

Members and partners see the same information because this network does not operate in hidden layers. NSCN does not manage member decisions, direct member choices, or participate in transactions. This page provides infrastructure. Each member and each independent professional remains responsible for their own evaluation and next step.

An honest inability to assist is not a failure. A housing partner may reach the limits of their scope, market knowledge, available inventory, or the current approval climate. When that happens, the member should not be abandoned or pushed into avoidable denials. The route continues through the network.

Founder Phase Notice

NSCN is currently in its founder phase. The Resolution Web structure and pathways described here are real and operational in their framework. The Anchor Node institutional database and additional partner categories are being built as verified professionals are onboarded.

Available pathways are stated clearly. Items still in development are not presented as ready. This matters because the Resolution Web is meant to create trust, not another wall of unclear promises.

The network first attempts to keep the member inside housing support. Before the pathways below open, the member is connected with a second Second Chance Housing Locator. A second professional perspective may identify a property, private owner, documentation route, or local option that was outside the first locator’s reach.

If the second locator is also unable to assist, the three pathways below become available: Anchor Node, Legal Node, and Financial Node. They are not ranked, not steps, and not in competition with one another.

Member Route

How a Member Arrives Here

A verified NSCN housing partner evaluated the member’s situation and was unable to assist at that time. That does not mean the partner failed, and it does not mean the member failed. It may mean the file has reached the limits of that professional’s available options, current inventory, market knowledge, or approval climate.

The Resolution Web is designed to prevent a member from being dropped after an honest answer. It also protects partners from carrying files that have no realistic path within their current scope.

Route 01
First Housing Evaluation
The member completes housing evaluation with a verified NSCN partner. If that partner cannot identify a realistic path, the answer should be communicated clearly and without shame.
Route 02
Second Locator Review
The member is connected with a second Second Chance Housing Locator. Another professional may know a different property, private owner, documentation route, or local option.
Route 03
Resolution Web Access
If the second locator is also unable to assist, the member may evaluate the Anchor Node, Legal Node, or Financial Node as the next appropriate network door.

Legal Node
For members whose housing access may be blocked by a legal barrier such as eviction records, background check disputes, tenant rights issues, reentry barriers, judgments, or related legal matters.

Network Standards

Partner Conduct Inside the Route

Evaluate Honestly
Partners are not expected to guarantee outcomes. They are expected to assess a member’s situation honestly, and communicate realistic limits before a file moves forward, not after.
Do Not Test on Members
Members are not approval experiments. A partner should not send a member into a predictable denial just to see what happens. If there is no realistic basis for fit, that must be communicated first.
Release the File Responsibly
When a partner reaches the edge of their scope, their role is complete. Communicate that clearly and direct the member toward the next appropriate route in the network. That is a professional handoff, not a failure.
Circulate, Do Not Trap
The goal is not repeated denials. It is forward movement. Keep members routing toward the lane that can actually evaluate the real blocker. Stagnation is not a service.
Alignment Protects Everyone
Members need honest next steps. Partners need sustainable workloads. The network functions when professionals inside it understand that both of those things are true at the same time.
Pricing Is a Shared Review
NSCN publishes Fair Market Analysis pricing charts for each node service category. Both the member and the partner are expected to review the applicable chart and arrive at a rate that reflects what the market supports for that service.
Fair Market Analysis Pricing: How It Works
NSCN maintains publicly available Fair Market Analysis charts that show today’s price range for each node service category. These charts are a reference, not a mandate. Members and partners review them together to determine what is appropriate for the specific situation and scope of service.

Two pricing brackets exist within the network to reflect real income differences among members:

Under $6,000 / Month
Members in this range access a below-market band anchored to the lower range of the Fair Market chart for their service category.
In-Network Reduced Rate
$6,000 / Month and Above
Members in this range access a reduced in-network rate based on the midpoint of the Fair Market chart, lower than standard market, reflecting network participation.
