NOTICE

National Second Chance Network (“NSCN,” “we,” “us,” or “our”) operates FindSecondChance.com as a protected software-as-a-service (“SaaS”) and technology platform providing account access, request intake, rule-based routing infrastructure, protected communications, community navigation, provider-registry access, and intelligence tools.

NSCN is not a real estate brokerage, landlord, property management company, housing provider, government housing authority, law firm, financial institution, lender, credit-repair organization, debt-relief provider, insurance carrier, employer, staffing agency, emergency housing provider, guarantor, co-signer, bulk intake marketplace, multi-provider routing board, or mass solicitation network.

Requests submitted through the NSCN Member DeskHub are processed through NSCN’s platform under predefined routing criteria and network rules applicable to the selected service node, category, state or service area, Pros DeskHub account eligibility, and system availability. NSCN does not auction requests, manually shop a request among competing professionals, or make transaction-specific routing decisions based on anticipated commissions, fees, rent, transaction value, or expected professional revenue.

A submitted request may create access to one system-routed NSCN Pros DeskHub user or intake pathway for that request. Routing is structured as a platform function. NSCN does not receive a transaction-contingent payment, commission share, or separate per-request fee for that routing event, and routing does not constitute a recommendation or guarantee of professional acceptance or outcome.

Information submitted through the NSCN Member DeskHub is not broadcast, auctioned, or sent to multiple competing professionals. A routed professional does not obtain ownership of member data or an unrestricted right to the member’s direct contact information.

NSCN may provide protected in-platform messaging, email relay, and masked or proxy communications. Unless a Member independently and affirmatively chooses to disclose direct contact information, a Pros DeskHub user is not entitled to receive the Member’s underlying personal email address or telephone number merely because a request was routed through NSCN.

NSCN Pros DeskHub users are prohibited from transferring, licensing, re-sharing, remarketing, disclosing, scraping, exporting, or using routed member information for unrelated marketing, profiling, solicitation, third-party purposes, or attempts to bypass NSCN’s protected communications controls.

Professionals are independent professionals or organizations. They are not NSCN staff, employees, agents, or representatives.

Second Chance Providers (“SCP”) is an optional registry program operated within the NSCN ecosystem. The SCP Registry provides paid access to participating housing-related provider listings and related informational resources. SCP is not a separate service node, professional, guarantor, housing provider, or approval authority. A provider listed in the SCP Registry is a “Registry Provider” and does not become an NSCN Pros DeskHub user merely by being listed.

SCP Registry access is provider-registry access, not a rental-property listing product. It does not promise or provide a list of apartment addresses, rental-home addresses, landlord inventory, MLS-style inventory, or guaranteed currently available units. Registry links may open an independent provider’s website, intake page, informational page, service page, or other third-party destination rather than an individual rental-property page unless expressly labeled otherwise.

Free Housing Node locating is a separate workflow. A Member who wants locating assistance must submit the applicable locator request through the Housing Node, Member DeskHub, Resolution Web, or other NSCN-designated request process. Purchasing, opening, or using SCP Registry access does not automatically create, submit, or complete a locator request.

Professionals and Registry Providers remain responsible for their own licensing, compliance obligations, privacy practices, communications, professional judgment, fees, contracts, services, representations, and outcomes.

As of the Effective Date of these Terms, NSCN is owned and operated directly by its founders. No staff layer exists between the founders and network operations unless later disclosed by NSCN in an updated policy, public notice, or written agreement.

ARTICLE I

I. What NSCN Is: SaaS Platform And Ecosystem

The National Second Chance Network (“NSCN”) operates FindSecondChance.com as a 50-state software-as-a-service (“SaaS”) and technology platform supporting protected account access through the NSCN Member DeskHub, NSCN Pros DeskHub, Voucher DeskHub, and authorized operational environments; request intake; rule-based professional routing; protected communications; housing-access intelligence; node pathways; and provider-registry access for people and organizations navigating rental barriers, voucher access challenges, legal barriers, financial barriers, business recovery needs, homeownership obstacles, and independent third-party resources.

DEFINITIONS USED THROUGHOUT THESE TERMS
NSCN Member DeskHub User (“Member”): an individual using the NSCN Member DeskHub and related free core intake, routing, housing navigation, or node pathways.

NSCN Pros DeskHub User (“Pros User”): an independent professional, business, or organization approved for paid platform access through the NSCN Pros DeskHub within an activated service node, category, and state or service area. A Pros User remains an independent professional or organization and does not become NSCN staff, an employee, agent, or representative merely by using the Pros DeskHub.

DeskHub: NSCN’s private, authenticated, role- and permission-based system for account and service access. The DeskHub system includes the NSCN Member DeskHub, NSCN Pros DeskHub, Voucher DeskHub, and authorized administrative or operational DeskHub environments. A DeskHub may provide account functions, Pathway Request or routing information, internal messaging, protected communications, documents, status or activity records, tools, and other functions permitted for the applicable account.

Platform Routing: system-controlled processing of a submitted request under predefined eligibility and routing criteria, which may include the selected node, category, state or service area, activated Pros DeskHub access, system availability, and applicable platform rules. Platform Routing is not a promise of a transaction or outcome.

Protected Communications: NSCN-controlled or NSCN-approved messaging, email-relay, masked-call, proxy-call, or similar communications functions designed to limit unnecessary disclosure of underlying member contact identifiers.

Second Chance Providers (“SCP”) Registry: an optional paid program operated within NSCN that provides controlled access to the SCP Registry of participating housing-related providers.

SCP Subscriber: a person or organization that voluntarily purchases SCP Registry access.

Registry Provider: an independent provider listed in the SCP Registry. A Registry Provider is not an NSCN Pros DeskHub user merely because it appears in the registry.

NSCN does not conduct, supervise, manage, finance, approve, or participate in any transaction, application, engagement, legal matter, housing decision, financing decision, guarantor decision, provider decision, or professional-service relationship between a Member, purchaser, NSCN Pros DeskHub user, SCP Subscriber, or Registry Provider. NSCN Pros DeskHub users and Registry Providers are independent parties and are not NSCN staff, employees, agents, or representatives authorized to bind NSCN.

DeskHubs are protected account workspaces and are not public directories, lead lists, contact databases, data products, or a transfer of ownership in Member or user information. DeskHub access is limited to the role, permissions, service functions, and information NSCN makes available to the applicable account.

ARTICLE II

II. What NSCN Is Not: Material Distinctions

The following are operative disclaimers. They define the boundary of NSCN’s role and govern how these Terms are interpreted.

NSCN is not, and does not operate as: a real estate brokerage or licensed real estate broker; a landlord, property owner, or property management company; a government agency or public housing authority; a voucher issuer, voucher administrator, or HUD-affiliated entity; a law firm, legal aid office, attorney, or legal services provider; a financial institution, lender, credit-repair organization, debt-relief agency, guarantor, co-signer, surety, insurer, or credit decision-maker; an employer, staffing agency, or employment-placement provider; an emergency housing or shelter service; a bulk intake marketplace; multi-provider routing board; or a mass solicitation network.

Member intake and Registry Provider information are not open-market inventory. NSCN does not approve or deny housing applications, vouchers, leases, rental assistance, credit decisions, guaranty applications, legal outcomes, financial products, background checks, insurance matters, employment matters, business outcomes, homeownership outcomes, provider acceptance, or government benefits.

Nothing in these Terms, on FindSecondChance.com, in any NSCN form, registry credential, checkout, or communication creates an attorney-client relationship, broker-client relationship, fiduciary duty, employment relationship, agency relationship, joint venture, professionalship, referral-fee relationship, guaranty relationship, or professional-services relationship between NSCN and any member, professional, Registry Provider, purchaser, subscriber, user, visitor, or third party unless a separate signed written agreement expressly creates one.

ARTICLE III

III. NSCN Service Nodes: Structure And Categories

NSCN organizes paid professional platform access through the NSCN Pros DeskHub across five core service nodes. Independent professionals, businesses, and organizations use Pros DeskHub accounts activated for selected nodes, categories, and states or service areas. Members use the NSCN Member DeskHub and related intake pathways to submit requests within the node relevant to their stated need. Each submitted request is processed through predefined platform routing criteria and may create access to one eligible Pros DeskHub user or intake pathway for that request. NSCN does not manually shop a request among professionals based on anticipated transaction value, commission, rent, fee, or expected revenue. The Second Chance Providers Registry is a separate controlled-access registry layer and is not a sixth service node. No node, category, Pros DeskHub profile, NSCN Pros ID, Pros DeskHub subscription, Registry Provider entry, pathway description, registry credential, or routing action constitutes a recommendation, endorsement, guarantee, certification of professional competence, warranty, or promise of any kind.

  • A. Housing Node: Free Locating Services Housing Node locators and Housing Node professionals are independent professionals, businesses, brokerages, or organizations where applicable. They are not NSCN staff, employees, agents, representatives, contractors employed by NSCN, or legal extensions of NSCN. They subscribe for platform access within their activated Housing Node category and state. Subscription grants access to NSCN technology, account functions, protected communications, and related infrastructure only and does not make a locator NSCN staff, an NSCN brokerage branch, or a representative authorized to bind NSCN. Housing Node routing is request-based and system-controlled: one submitted request may create one routed professional or intake pathway under predefined platform criteria, and a member seeking another option must submit a new applicable form, Resolution Web request, or other NSCN-designated return pathway where available. All Housing Node locating services made available to members through NSCN are free to members. A locator who charges, attempts to charge, requests, or accepts any direct locating fee from a member for Housing Node locating services is in violation of NSCN’s Terms and the Second Chance Living Standard. Members who are charged a locating fee by any professional claiming NSCN affiliation should report the charge to nscn.global@findsecondchance.com and include supporting proof, such as an invoice, receipt, bank statement, payment record, or other documentation showing the charge. NSCN is not responsible for refunding, reimbursing, reversing, or guaranteeing recovery of any fee paid to an independent locator or professional. Refund disputes remain between the member, the professional, and any applicable payment provider or financial institution. Confirmed or credible reports may result in immediate review, suspension, and removal from the network. The Housing Node may include the following service categories: Second Chance Apartment Locating; Second Chance Rental Locating; Standard Apartment Locating for members with strong credit, no rental barriers, and excellent rental history; Standard Rental Locating for members with strong credit, no rental barriers, and excellent rental history; Voucher-Holder Zip Code Search. A member request is not removed from an otherwise available Housing Node routing path solely because the member identifies as a voucher-holder. Voucher-related requests remain subject to the same applicable platform criteria, service-area availability, professional eligibility, legal restrictions, and network rules as other Housing Node requests. A locator is not required by NSCN to guarantee placement, guarantee participating properties, or perform activity outside the locator’s own licensing, brokerage, fair housing, contractual, or legal obligations. Where available, a routed locator may provide general ZIP-level or participating-property availability information through the member’s protected NSCN pathway. NSCN may separately create Voucher Intelligence from lawfully collected, consented where required, de-identified, and aggregated platform data. Research outputs do not contain member names, direct contact information, confidential applicant files, or other information reasonably identifying a specific member. Locators may not charge members for the Voucher-Holder Zip Code Search under any framing.
  • B. Legal Node Legal Node professionals are independent licensed attorneys, law firms, legal organizations, or legal-service professionals where applicable. They are not NSCN staff, employees, agents, representatives, contractors employed by NSCN, or legal extensions of NSCN. They subscribe for access to the NSCN network within their approved Legal Node category and state. Subscription grants access to the routing network only and does not make a Legal Node professional NSCN staff or a representative authorized to bind NSCN. NSCN does not provide legal advice, legal representation, or attorney-client relationships. Routing to a Legal Node professional does not create a legal engagement. Potential Legal Node categories may include: Criminal Record Expungement and Sealing; Eviction Defense and Record Dispute; Fair Housing and Source-of-Income Discrimination; Tenant Rights and Lease Dispute Counsel; Bankruptcy Filing and Discharge Protection; FCRA Defense and Background Check Disputes; Reentry and Post-Incarceration Legal Support; Criminal Defense: Housing Impact Mitigation; Family Law: Domestic Violence and Barrier Impact; Employment Law: Fair Chance; Consumer Protection and Debt Defense; Veterans Legal Services and VASH-related support.
  • C. Financial Node Financial Node professionals are independent financial professionals, organizations, or service providers. They are not NSCN staff, employees, agents, representatives, contractors employed by NSCN, or legal extensions of NSCN. They subscribe for access to the NSCN network within their approved Financial Node category and state. Subscription grants access to the routing network only and does not make a Financial Node professional NSCN staff or a representative authorized to bind NSCN. NSCN does not provide financial advice, tax advice, credit advice, debt counseling, debt settlement, lending, or financial planning. Potential Financial Node categories may include: Personal Credit Rebuilding; Debt Settlement and Negotiation; Income Documentation and Verification; Post-Bankruptcy Financial Recovery; Medical Debt Negotiation and Resolution; Banking Access and Second Chance Accounts; Tax Lien Resolution and IRS Negotiation; Identity Theft and Fraud Recovery; Student Loan Rehabilitation and Defense; Benefits Navigation and Income Maximization; Unfiled Tax Returns and Income Transcript Support; Eviction Judgment and Collections Resolution.
  • D. Business Node Business Node professionals are independent business professionals, organizations, or service providers. They are not NSCN staff, employees, agents, representatives, contractors employed by NSCN, or legal extensions of NSCN. They subscribe for access to the NSCN network within their approved Business Node category and state. Subscription grants access to the routing network only and does not make a Business Node professional NSCN staff or a representative authorized to bind NSCN. NSCN does not provide business advice, tax strategy, legal formation advice, financial guidance, funding guarantees, or professional licensing advice. Potential Business Node categories may include: Small Business Recovery and Turnaround; Professional Licensing Reinstatement; Business Formation, LLC, and EIN Setup; Business Credit Building and Repair; Self-Employment Income Documentation; Small Business Funding and Capital Access; Commercial Lease Negotiation and Review; Business Tax Strategy and Filing; Bookkeeping and Financial Documentation; Gig-Worker and Independent Contractor Setup; Vendor Account and Trade Credit Establishment; Business Insurance and Surety Bonding.
  • E. Homeowners Node Homeowners Node professionals are independent professionals operating in mortgage, real estate, counseling, title, tax, foreclosure-prevention, or related fields. They are not NSCN staff, employees, agents, representatives, contractors employed by NSCN, or legal extensions of NSCN. They subscribe for access to the NSCN network within their approved Homeowners Node category and state. Subscription grants access to the routing network only and does not make a Homeowners Node professional NSCN staff or a representative authorized to bind NSCN. NSCN does not originate loans, manage applications, provide homeownership advice, guarantee approvals, or participate in mortgage, real estate, title, or foreclosure transactions. Potential Homeowners Node categories may include: HCV Homeownership Program Navigation; Second-Chance Mortgage Origination; Down Payment Assistance Matching; HUD-Approved Counseling and Pre-Purchase Support; Foreclosure Prevention and Loss Mitigation; Property Tax Delinquency and Exemption Support; Home Repair Financing and Grant Navigation; Title and Deed Issue Resolution; Short Sale and Deed-in-Lieu Navigation; Real Estate Investment and LLC Structures; Heir Property and Title Clearing; Rent-to-Own and Lease Option Navigation.
ARTICLE IV

IV. Free Core Member Access And Optional Paid Programs

NSCN does not charge Members for core access through the NSCN Member DeskHub, including intake, professional routing, housing navigation, or general access to node pathways. NSCN Housing Node locating services made available through Member DeskHub pathways are always free to Members.

OPTIONAL SCP DIRECTORY PROGRAM

The SCP Registry is a separate, optional paid access program. Purchasing SCP Registry access is completely voluntary and is not required to submit an NSCN intake request, receive NSCN routing, use free Housing Node locating services, or access any other free core NSCN pathway.

SCP is a provider-registry access product, not a property-listing product. An SCP recurring subscription or one-time access purchase provides the registry-access rights and related informational resources described at checkout. It is not a list of apartments, rental homes, property addresses, landlord inventory, MLS-style inventory, or guaranteed currently available housing units.

Registry listings may contain links to independent Registry Providers. A provider link may open that provider’s website, intake page, informational page, service page, or another third-party destination. Unless a link is expressly labeled as an individual property listing, the purchaser must not assume the link will open to a specific apartment, rental home, or property.

Housing Node locating remains a separate free request workflow. A Member seeking locating assistance must submit the applicable locator request. Purchasing, declining, opening, or using SCP Registry access neither affects eligibility for free core services nor automatically creates, submits, or completes a locator request.

Independent NSCN Pros DeskHub users and Registry Providers may charge for their own permitted services under their own agreements, except that an NSCN Housing Node locator may not charge a Member a direct locating fee. NSCN does not set, approve, collect, split, or receive a percentage of independent professional or provider service fees. NSCN may publish Fair Market Analysis resources covering service-pricing benchmarks. Those resources are informational only and are not price controls, fee schedules, legal advice, financial advice, rate caps, or guarantees.

ARTICLE V

V. Request-Based Platform Routing Model

When a Member submits a request, the NSCN platform processes that request under predefined routing criteria that may include the selected service node, activated category, state or service area, professional account eligibility, system availability, and other neutral platform rules. A submitted request may create access to one system-routed NSCN Pros DeskHub user or intake pathway for that request. NSCN does not auction, broadcast, post, sell, or manually shop the request among competing professionals, and NSCN does not select a professional based on anticipated commission, rent amount, transaction value, professional fee, or expected revenue. Platform routing does not mean NSCN recommends, endorses, certifies, guarantees, or has evaluated the professional for the Member’s specific situation.

Routing does not transfer ownership of Member information. The routed professional receives only the information and platform permissions made available for the specific request. Unless a Member independently and affirmatively chooses to disclose direct contact information, the professional is not entitled to the Member’s underlying personal email address or telephone number merely because routing occurred. Professional communications may be required to remain within NSCN-provided or NSCN-approved protected messaging, email-relay, masked-call, proxy-call, or similar communications functions.

Members remain responsible for evaluating any professional, agreement, contract, fee, lease, retainer, payment plan, or service arrangement before proceeding. If a Member wants another professional, another pathway, or a new attempt after a routed professional cannot assist, the Member must submit a new applicable form, Resolution Web request, or other NSCN-designated return pathway where available. NSCN does not manually circulate the same intake among multiple professionals. Each additional routing attempt requires a new Member-submitted request or an NSCN-designated return pathway.

ARTICLE VI

VI. The Resolution Web

The Resolution Web is NSCN’s structured escalation and navigation pathway. It is not a public marketplace, open referral board, lead marketplace, or auction system. The Resolution Web may be used when an initial routing has not produced a match, when a professional cannot assist, when a member needs another NSCN-designated pathway, or when NSCN determines that additional navigation may be appropriate. The Resolution Web does not guarantee placement, approval, professional availability, service access, housing success, voucher success, legal outcomes, financial outcomes, business outcomes, homeownership outcomes, or any specific result.

If an initially assigned professional cannot assist, the professional may direct the member to the Resolution Web or other NSCN-designated return pathway. If a Housing Node locator cannot assist a member, the member should use the Resolution Web, where available, and submit a new request for a second-chance locator or other applicable Housing Node routing option. NSCN does not individually pass a member from locator to locator, circulate the same form to multiple locators, or reassign the same intake outside the form-based routing process. A new routing option requires a new member-submitted form, Resolution Web request, or other NSCN-designated return pathway. No locator or professional is required to place, approve, accept, represent, finance, house, employ, insure, or serve any member. The obligation is to follow NSCN routing standards and, where assistance is not possible, return the member to the NSCN-designated pathway rather than diverting the member into outside lead systems or unauthorized referral pools.

ARTICLE VII

VII. Pros DeskHub Access Subscriptions: Structure And Compensation Model

NSCN Pros DeskHub users subscribe for software and platform access within a specific node, activated category, and state or service area. The subscription model is access-based. A Pros User pays for Pros DeskHub account activation, account features, network visibility, protected communications, platform tools, or related infrastructure made available under the selected plan. Routing functionality may be available through the platform, but NSCN does not separately price requests or charge by routing event. A subscription does not purchase a guaranteed number or type of requests, guaranteed routing volume, member conversion, transaction, client engagement, revenue, result, or exclusivity unless a separate signed written agreement expressly states otherwise.

Pros DeskHub access is not a pay-per-lead purchase. Subscription price is not calculated as a percentage of rent, commission, professional fee, transaction value, or successful outcome and is not contingent on a Member entering into or completing a transaction with the professional. A subscription does not transfer ownership of Member data, direct contact identifiers, third-party transfer rights, bulk-use rights, independent marketing rights, auction-routing rights, or permission to use Member information outside the specific request and platform permissions made available to that professional.

NSCN does not accept referral fees, commission splits, percentage-of-transaction payments, kickbacks, success fees, or compensation tied to a transaction between a Member and a professional. This prohibition applies in every node. The structure is intended to maintain separation between NSCN’s software and routing infrastructure and any independent professional engagement, transaction, fee, or compensation arrangement between a Member and an independent professional.

Pros DeskHub access may be offered monthly, quarterly, annually, or for another period disclosed at checkout, with a one-time profile activation fee, node activation fee, registry fee, or other access fee where applicable. Prices, billing cadence, renewal terms, included features, and any applicable limitations are the terms displayed at checkout or in a separate signed written agreement. Current pricing is subject to change for future purchases or renewal periods unless locked by a signed written agreement.

ARTICLE VIII

VIII. Payments, Billing, Renewals, Cancellations, And Refund Policy

Before completing a paid transaction, the purchaser is responsible for reviewing the product or access description, price, whether the charge is recurring or one-time, billing cadence if recurring, renewal status, cancellation method if applicable, access period, delivery method, and material limitations shown at or before checkout. By affirmatively accepting these Terms and completing payment, the purchaser authorizes NSCN or its disclosed payment processor to charge the selected payment method for the amount and payment model displayed at checkout.

Material product distinctions form part of the purchase. For SCP Registry access, checkout disclosures may state that the purchaser is buying provider-registry access rather than a list of apartments, rental homes, property addresses, landlord inventory, MLS-style inventory, or guaranteed currently available housing units; that provider links may open independent third-party websites rather than individual property pages; and that free Housing Node locating is a separate workflow requiring the Member to submit the applicable locator request.

If a purchase includes recurring billing, the subscription renews according to the cadence disclosed at checkout until canceled. Cancellation stops future renewal charges after the cancellation becomes effective. Unless the checkout terms or applicable law state otherwise, cancellation does not retroactively reverse a completed charge and does not terminate access before the end of the paid access period. A one-time access purchase does not automatically renew and remains limited to the access period and features disclosed at checkout.

Refund eligibility, exclusions, procedures, and applicable exceptions are governed by the separate NSCN No Refund Policy, which is incorporated into these Terms by reference. Except where required by applicable law or expressly provided in that Policy, completed NSCN professional-access and SCP Registry access charges, whether recurring or one-time, are final and non-refundable.

The following circumstances do not by themselves establish refund eligibility when the purchased access was materially delivered as described: non-use or partial use; change of mind or buyer’s remorse; misunderstanding after clear pre-purchase disclosure; failure to follow available onboarding, navigation, intake, submission, or request steps; failure to submit a separate free Housing Node locator request; dissatisfaction because a Registry Provider link opens an independent provider website or service page rather than an individual rental-property page; preference for a different interface, navigation style, delivery format, workflow, or user experience; expectation of live, synchronous, one-to-one, concierge, or step-by-step walkthrough support unless expressly included; disagreement with an accurate or reasonable support response; failure to contact a professional or Registry Provider; provider nonresponse or unavailability; lack of a desired outcome; or dissatisfaction with an independent third party.

COMPLETED PAID ACCESS SALES
Access-based purchases are not converted into refundable outcome-based purchases merely because a purchaser expected a different workflow, interface, provider response, property list, or result. Nothing in these Terms or the No Refund Policy limits any non-waivable right provided by applicable law.

Purchasers must provide accurate billing and contact information and keep it current. NSCN may issue transaction receipts, renewal notices, access credentials, cancellation confirmations, support responses, and billing communications electronically to the email address supplied at checkout. Where technically available and lawfully collected, NSCN may retain the version of checkout disclosures accepted by the purchaser together with affirmative-consent and access-delivery records.

ARTICLE IX

IX. The Second Chance Living Standard: Professional Standard

Every NSCN Verified Professional, as a condition of network access, agrees to the Second Chance Living Standard (“SCLS”). SCLS is NSCN’s network standard for protected intake handling, one-request and one-designated-professional routing, no bulk member-data transfer, no multi-buyer lead auctions, no mass solicitation use, privacy-conscious service coordination, professional accountability, and fair-chance housing access support. SCLS is a network standard and professional covenant.

It is not a guarantee of housing approval, legal outcomes, professional availability, voucher success, financial results, business outcomes, homeownership outcomes, or any specific result. Agreement to SCLS may be required as a condition of Pros DeskHub access, verification, NSCN Pros ID issuance, routing eligibility, and continued network participation. SCLS does not replace applicable federal, state, or local law. Professionals remain responsible for their own legal compliance, professional licensing, service practices, communications, privacy obligations, fees, contracts, and outcomes.

ARTICLE X

X. Fair Market Analysis: Professional Pricing Accountability

NSCN may publish Fair Market Analysis resources covering professional service pricing benchmarks across nodes and categories. The Fair Market Analysis is an informational resource. It is not a binding price schedule, regulatory rate cap, legal opinion, professional fee schedule, or enforceable pricing mandate. NSCN does not control professional pricing. Members who believe a professional has charged rates significantly exceeding published Fair Market Analysis benchmarks may submit a report through NSCN’s reporting pathway. Members should not abuse the reporting system.

Reporting a professional for rates that are within a published fair market range without a legitimate basis, or using reporting as retaliation, may violate these Terms. NSCN reviews reported professionals and evaluates the pattern, nature, documentation, and seriousness of reports. A professional who is consistently reported for rates that substantially exceed fair market benchmarks, or whose pricing appears exploitative in relation to vulnerable member circumstances, may be reviewed and may be removed from the network.

ARTICLE XI

XI. Independent Professional Status: Not Employees, Agents, Or Staff

NSCN Pros DeskHub users are independent professionals, businesses, organizations, or service providers. They are not NSCN employees, staff, agents, representatives, or contractors in any employment-law sense. NSCN does not direct, supervise, control, schedule, manage, or oversee how professionals perform their professional services. NSCN does not withhold taxes, provide benefits, set professional hours, manage work methods, or control the means and methods by which professionals serve their clients.

Any claim that a professional is an NSCN employee, that NSCN is vicariously liable for a professional’s conduct, or that a professional acted as NSCN’s agent in providing services to a member is expressly disclaimed to the fullest extent permitted by law. Professionals are solely responsible for their own conduct, licensing, compliance, communications, privacy practices, fees, contracts, errors, omissions, and results. Pros DeskHub access is limited to the activated node category and state. Professionals subscribe for access, not employment, agency authority, staff status, ownership interest, professionalship status, or authority to bind NSCN.

Members submit requests for routing. No employment, agency, professionalship, joint-venture, or fiduciary relationship is created or implied by these interactions.

ARTICLE XII

XII. Real Estate Law And Housing Node Compliance

NSCN operates with awareness of applicable real estate law, including rules administered by state real estate regulators where applicable. State-specific professional requirements, licensing rules, disclosures, or service limitations may be addressed in separate professional agreements, state compliance addenda, onboarding materials, or written notices applicable to the professional’s service area. NSCN does not pay, receive, split, or facilitate referral fees in connection with any real estate transaction, and professional subscription fees are not contingent on a sale, purchase, rental, lease, commission, or other real estate outcome. NSCN does not act as a real estate broker in connection with Member routing.

NSCN’s platform does not negotiate a lease or real estate transaction for a Member, represent a Member or property owner as a broker, or receive a share of a locator’s or brokerage’s transaction compensation. Housing Node professionals who are licensed real estate agents, brokers, or locators operate under their own licensing, brokerage, sponsorship, supervision, and state-law obligations. NSCN is not that brokerage and does not act as the sponsoring broker for any locator unless a separate signed written agreement expressly states otherwise. Locator professionals may receive compensation through their own brokerage structure consistent with applicable state law. NSCN is not a party to that compensation arrangement.

Platform routing and protected communications do not alter a professional’s independent licensing, fair housing, source-of-income, disclosure, brokerage, advertising, recordkeeping, consent, or other legal obligations. NSCN does not give Member-facing reviews, ratings, or performance evaluations of professional locating results.

ARTICLE XIII

XIII. Member Responsibilities

Members are responsible for: providing accurate, truthful intake information; updating contact information if it changes after submission; responding through NSCN’s protected communications when they wish to proceed; following the applicable DeskHub, intake, navigation, form, submission, and request steps for the service they want to use; reading and understanding any service agreement, retainer, contract, lease, payment plan, or professional agreement before signing; verifying professional credentials and licenses where relevant; deciding whether and when to disclose direct contact information or submit additional documents to an independent professional; making their own decisions; and using the reporting system responsibly and in good faith.

Access to one NSCN pathway does not automatically submit another pathway on the Member’s behalf. In particular, purchasing or opening SCP Registry access does not create a Housing Node locator request. A Member who wants locating assistance must submit the applicable locator request through the designated NSCN process.

Members are responsible for reviewing labels, instructions, product descriptions, and support responses provided through the platform. A Member’s disagreement with an explanation, available option, process, limitation, or support response does not itself mean that support was not provided or that purchased access was not delivered.

Members must not: submit false information; impersonate another person; submit another person’s private information without authorization; share account credentials for the purpose of bypassing DeskHub access controls; attempt to access another user’s DeskHub, another account role, administrative functions, or information not made available to their account; harass, threaten, abuse, or defame professionals or NSCN; misuse intake forms; abuse the reporting system; attempt to game the routing system; or attempt to obtain unauthorized access to professional contact information, internal routing systems, protected materials, communications controls, or NSCN operational infrastructure.

ARTICLE XIV

XIV. Professional Conduct Standards: Prohibited Conduct

In addition to the Second Chance Living Standard, all professionals are prohibited from the following:

  • A. Charging Members any direct locating fee through the Housing Node, with zero exceptions.
  • B. Transferring, sharing, auctioning, licensing, remarketing, or otherwise disclosing Member data to any third party for purposes outside the Member’s specific NSCN-routed request.
  • C. Attempting to obtain, reveal, scrape, export, reverse-engineer, or bypass a Member’s protected personal email address, telephone number, or other contact identifier concealed by NSCN’s protected communications layer, unless the Member independently and affirmatively discloses that information.
  • D. Using an underlying Member contact identifier obtained through the platform for unsolicited outreach, unrelated marketing, profiling, solicitation, or any purpose beyond the Member’s specific request and the Member’s authorization.
  • E. Moving a routed Member into an outside CRM, mailing list, mass-solicitation system, data aggregation platform, skip tracing system, tenant screening system, consumer reporting system, or unrelated database for the professional’s own marketing or prospecting.
  • F. Circumventing required NSCN inbox, email-relay, masked-call, proxy-call, or other protected communication controls before the Member voluntarily chooses direct contact, except where expressly authorized by NSCN or required by applicable law or professional obligation.
  • G. Misrepresenting NSCN’s role, affiliation, endorsement, certification, guarantee, or involvement in any transaction or professional service.
  • H. Claiming NSCN guarantees any outcome.
  • I. Using NSCN’s name, materials, NSCN Pros ID, SCLS language, or network identity without written authorization.
  • J. Applying discriminatory screening or service practices in violation of applicable fair housing, source-of-income, disability, civil rights, consumer protection, or anti-discrimination law.
  • K. Retaliating against a Member who submits a complaint or report.
  • L. Failing to direct a Member to the NSCN Resolution Web or other NSCN-designated pathway when the professional cannot assist and another pathway is requested or available.
  • M. Accepting or soliciting commission splits, referral fees, kickbacks, success fees, or transaction-based compensation from or through NSCN.
  • N. Treating NSCN-routed Members as a personal lead pool, referral pool, marketing list, data asset, outside-routing opportunity, or pathway to build outside business relationships unrelated to the Member’s routed request.
  • O. Diverting Members to outside providers, directories, platforms, professional networks, or third-party services for the professional’s own benefit when the professional cannot assist, except where required by law, professional obligation, emergency safety concerns, or the Member’s express informed request. When assistance is not possible, the required network direction is the NSCN Resolution Web or other NSCN-designated pathway.
ARTICLE XV

XV. Member Reporting: How It Works And Why It Matters

Members are encouraged to report: a locator who charged or attempted to charge a direct locating fee; a professional who transferred, shared, exported, or misused Member information; a professional who attempted to bypass NSCN’s protected inbox, email relay, masked or proxy calling, or other contact-protection controls; a professional who misrepresented NSCN’s role or guaranteed outcomes; a professional who applied discriminatory criteria; a professional who inflated service fees substantially beyond published Fair Market Analysis benchmarks; a professional who failed to direct the Member to the Resolution Web or NSCN-designated pathway when the professional could not assist; or any conduct that appears to exploit, extract from, or abuse a Member’s vulnerable circumstances.

Members who abuse the reporting system by submitting false reports, reporting professionals for rates that are within the fair market range without legitimate basis, or using the system as retaliation are in violation of these Terms. NSCN reviews reports and determines what action, if any, to take. NSCN is not a court, arbitrator, licensing board, regulator, law enforcement agency, or legal representative. Its review of professional conduct is an internal network governance function.

ARTICLE XVI

XVI. NSCN Pros IDs

NSCN may issue an NSCN Pros ID to an active Pros DeskHub subscriber as an internal accountability, profile, and network-access identifier. An NSCN Pros ID confirms only that the Pros DeskHub account has been administratively activated within the network and that the applicable Pros User has agreed to NSCN terms, policies, and standards. It does not certify professional competence, licensing status, background, financial condition, availability, placement, approval, or any service outcome unless NSCN expressly states that a specific verification was completed.

An NSCN Pros ID remains NSCN property and may be suspended, changed, deactivated, or revoked if the Pros DeskHub account becomes inactive, required access is not maintained, applicable standards are violated, or network eligibility is otherwise lost. An NSCN Pros ID is distinct from a Second Chance Providers Registry ID.

ARTICLE XVII

XVII. No Guarantee Of Outcomes

NSCN routes requests. NSCN does not produce outcomes.

NSCN makes no guarantee, warranty, representation, or promise regarding: housing approval, lease execution, landlord acceptance, or placement of any kind; voucher lease-up, voucher extension, portability, inspection, rent reasonableness, payment standard, or housing authority action; legal outcome, court result, expungement success, attorney-client engagement, or legal representation; financial recovery, credit improvement, debt resolution, tax outcome, or income-documentation outcome; business formation success, funding approval, licensing reinstatement, or business recovery; homeownership approval, mortgage origination, foreclosure prevention, title resolution, or property outcome; professional response time, availability, willingness to accept a member, service quality, professional competence, or service performance; availability of any node category, professional, or service pathway at any given time; results from the Resolution Web or any escalation pathway; or professional revenue, routing volume, conversion rate, business results, or subscription outcomes for subscribing professionals.

ARTICLE XVIII

XVIII. Intellectual Property And Protected Architecture

NSCN also owns or controls, as applicable, its original content, page structure, written materials, routing architecture, node and category frameworks, pathway language, database and dataset structures, intake frameworks, state hub architecture, voucher intelligence structures, Fair Market Analysis publications, Second Chance Living Standard materials, NSCN Intelligence Atlas materials, Living Archive materials, graphics, reports, intelligence frameworks, operational systems, protected system identifiers, and related proprietary materials, except where third-party ownership is expressly identified.

PROTECTED USE
Unauthorized copying, imitation, scraping, harvesting, repackaging, resale, redistribution, commercial exploitation, misleading association, creation of a competing database or routing product, or use of NSCN materials to falsely suggest sponsorship or affiliation is prohibited to the fullest extent permitted by law. This includes restricted datasets, pathway language, routing systems, protected service architecture, graphics, reports, and other proprietary materials. Training, fine-tuning, or building commercial AI systems on protected NSCN materials without written authorization is also prohibited.

Use of public intelligence that NSCN affirmatively makes available for public reuse is governed by the NSCN Public Intelligence Use Terms. Those terms do not grant access to restricted datasets, internal routing logic, protected Member information, private Registry materials, account credentials, or other non-public systems. Nothing in these Terms grants any user, Member, Professional, subscriber, visitor, or third party ownership rights in NSCN intellectual property or protected architecture.

ARTICLE XIX

XIX. Privacy

Use of NSCN and FindSecondChance.com is also governed by the NSCN Privacy Policy, which is incorporated into these Terms by reference. In the event of a conflict between these Terms and the Privacy Policy on a privacy-specific matter, the Privacy Policy controls.

NSCN may collect and store Member contact identifiers in order to operate accounts, routing, protected communications, security, support, consent records, and other disclosed platform functions. A professional’s routing eligibility does not by itself authorize release of the Member’s underlying personal email address or telephone number. NSCN may use internal messaging, email relay, telecommunications vendors, masked or proxy numbers, and similar service providers to enable communications while limiting unnecessary disclosure of direct contact identifiers.

Professionals must comply with the NSCN Privacy Policy, professional data restrictions, SCLS requirements, and any applicable written data-handling obligation. Paid registry access may generate transaction, credential-delivery, login, device, IP-address, session, and access-log records for security, fraud prevention, access administration, support, and payment-dispute documentation as described in the Privacy Policy.

DESKHUB ACCESS AND DATA RESTRICTIONS
DeskHub access is a limited platform permission, not ownership of the information displayed through the account. Users may access only the DeskHub functions and information authorized for their role and service purpose. No user may scrape, bulk-export, harvest, resell, license, republish, disclose, transfer, reverse-engineer, bypass access controls for, or use DeskHub information outside the specific NSCN function and permissions made available to that account. Protected direct contact identifiers remain subject to NSCN’s protected-communications rules unless the individual independently chooses to disclose them.
ARTICLE XX

XX. No Emergency Services

NSCN is not an emergency service. Members facing immediate danger, emergency homelessness, domestic violence, illegal lockout, medical emergency, child safety emergency, mental health emergency, trafficking concern, or any situation requiring immediate intervention must contact local emergency services, law enforcement, a crisis hotline, a shelter, a local emergency housing resource, or another appropriate emergency resource. NSCN does not guarantee same-day response, emergency placement, emergency legal intervention, emergency shelter, crisis intervention, or immediate professional availability.

ARTICLE XXI

XXI. Fair Housing And Equal Access

NSCN does not instruct, encourage, authorize, or tolerate discriminatory professional conduct based on any characteristic protected under federal, state, or local fair housing law, civil rights law, source-of-income protection law, disability law, consumer protection law, or anti-discrimination law. Professionals are independently responsible for complying with all applicable fair housing, civil rights, disability accommodation, source-of-income, consumer protection, licensing, and professional obligations.

NSCN may remove, suspend, or review a professional who is reported for discriminatory conduct, abusive conduct, retaliatory conduct, or conduct inconsistent with SCLS.

ARTICLE XXII

XXII. Public Content, Intelligence, And Source Materials

NSCN publishes state hub content, voucher intelligence resources, public intelligence, barrier category explanations, public articles, archive materials, Fair Market Analysis resources, node descriptions, pathway explanations, and other educational or research materials. This content is for informational, educational, research, and public-intelligence purposes only. It does not constitute legal advice, financial advice, tax advice, credit advice, housing counseling, professional advice, or individualized guidance of any kind.

Use, citation, republication, reproduction, or commercial use of NSCN public intelligence is governed by the NSCN Public Intelligence Use Terms. Public availability does not place NSCN content, datasets, graphics, pathway language, or intelligence frameworks in the public domain and does not waive NSCN intellectual-property or attribution rights.

Source documentation, methodology notes, citation references, and supporting materials for statistics published through the NSCN ecosystem are maintained through the Voucher Intelligence Hub and applicable Voucher Intelligence Mechanisms where provided for the relevant publication or dataset.

Publication of public intelligence does not change NSCN’s role. NSCN is not a real estate brokerage, law firm, lender, credit-repair organization, financial institution, or government agency. Users should not rely on NSCN public content as a substitute for advice from an appropriately qualified professional or government authority.

ARTICLE XXIII

XXIII. Digital Products, Resources, And Access Materials

NSCN may offer digital products, downloadable resources, reports, templates, worksheets, guides, checklists, educational tools, professional subscriptions, registry access, or other digital access materials. Unless a separate signed written agreement expressly states otherwise, these materials and access rights are provided for informational, educational, platform-access, or registry-access purposes only.

No digital product, template, worksheet, report, resource, subscription, registry credential, password, link, profile activation, or access material guarantees housing approval, voucher success, professional acceptance, Registry Provider acceptance, financial recovery, legal outcome, business success, employment result, homeownership result, guaranty approval, or any specific result. A third-party provider link may lead to the provider’s own website, intake page, informational page, or service page and is not an individual property listing unless expressly identified as one. Refund eligibility is governed by the separate NSCN No Refund Policy.

ARTICLE XXIV

XXIV. Second Chance Providers (SCP) Registry Access

The Second Chance Providers (“SCP”) Registry is an optional paid program operated by NSCN through authorized FindSecondChance.com access pages. The program provides controlled access to the SCP Registry, which contains participating housing-related provider listings and related informational resources.

Where NSCN provides access to the Second Chance Providers Registry or SCP Registry through authorized SCP access pages, that Registry is a restricted-access resource and is not a public database or open-access provider list. Registry access is governed by this Article together with any product-specific access terms disclosed at checkout or in a written access agreement.

COMPLETELY OPTIONAL
SCP Registry access is never required for NSCN’s free core services. A person may use NSCN intake, routing, housing navigation, and free Housing Node locating pathways without purchasing or maintaining SCP Registry access.
WHAT SCP ACCESS PROVIDES

SCP Registry access may be offered as a recurring subscription or a one-time access purchase. It provides the limited, non-transferable provider-registry access rights described at checkout. It is not a property-listing product. It does not purchase housing, a list of apartment addresses, a list of rental-home addresses, landlord inventory, MLS-style inventory, guaranteed currently available units, individualized representation, provider services, ownership of provider information, a recommendation, an endorsement, a guaranty, or a promise that any Registry Provider will respond, accept, approve, contract with, or produce a result for the purchaser.

PROVIDER LINKS ARE THIRD-PARTY DESTINATIONS
A Registry Provider link may open that provider’s independent website, intake page, informational page, service page, or another third-party destination. Unless a link is expressly labeled as an individual rental-property listing, NSCN does not represent that the link will open to a particular apartment, rental home, unit, landlord, or property address.
FREE HOUSING NODE LOCATING IS SEPARATE

Free NSCN Housing Node locating is a separate request-based workflow. A Member seeking locating assistance must submit the applicable locator request through the Housing Node, Member DeskHub, Resolution Web, or other NSCN-designated request process. Purchasing, opening, or using SCP Registry access does not automatically create, submit, complete, queue, or route a locator request and does not replace the Member’s responsibility to submit the applicable request.

RENEWAL, CANCELLATION, AND REFUNDS

Recurring SCP subscriptions renew according to the price and billing cadence clearly disclosed at checkout until canceled. Subscribers may cancel using the cancellation method provided at checkout or by contacting nscn.deskhub.support@findsecondchance.com. Cancellation stops future renewals after it becomes effective. Unless otherwise stated at checkout, access continues through the end of the paid subscription period. A one-time SCP access purchase does not automatically renew and has no future renewal to cancel.

NO REFUNDS
Except where required by applicable law or expressly provided in the NSCN No Refund Policy, completed SCP Registry access charges, whether recurring or one-time, are final and non-refundable. Cancellation, non-use, partial use, misunderstanding after clear disclosure, failure to follow an available workflow, failure to submit a separate locator request, provider nonresponse, provider unavailability, dissatisfaction with a Registry Provider, disagreement with a support response, preference for a different interface or delivery format, or failure to obtain a desired result does not by itself create refund eligibility.
NO GUARANTEE OF APPROVAL, PLACEMENT, OR OUTCOME

Purchasing or using SCP Registry access does not guarantee housing approval, rental approval, acceptance by any provider, placement into any program, contact or response from a provider, provider availability in any geographic area, guarantor approval, financing, insurance, deposit assistance, rental assistance, or any other result.

  • Each Registry Provider independently establishes its own eligibility requirements, screening standards, pricing, service areas, underwriting requirements, availability, contracts, and decisions.
  • NSCN does not approve or deny applications and does not control a Registry Provider’s response, acceptance, service decision, or outcome.
  • Registry content, provider count, categories, links, display order, and availability may change. No minimum number of listings or continuous availability of a particular Registry Provider is guaranteed.
INDEPENDENT DIRECTORY PROVIDERS

Registry Providers are independent third parties. They are not NSCN employees, staff, agents, representatives, joint venturers, guarantors, or entities authorized to bind NSCN merely because they appear in the SCP Registry. A registry listing does not make a Registry Provider an NSCN Pros DeskHub user.

Purchasers are responsible for reviewing a Registry Provider’s website, terms, privacy practices, qualifications, licensing where applicable, eligibility requirements, fees, contracts, availability, and representations before proceeding. Any registry badge, status word, category label, provider ID, star, seal, or similar indicator means only what its accompanying disclosure expressly states and is not a guarantee or warranty.

ACCESS DELIVERY AND CREDENTIAL SECURITY
ACCESS DELIVERY
SCP Registry access is considered delivered when NSCN sends or makes available the applicable password, account permission, access link, or other entry method and the protected registry page is materially accessible as described. Delivery is not conditioned on later use, completion of every available workflow, provider contact, provider response, approval, contract formation, locator-request submission, or outcome.
PRIVATE, ACCOUNT-SPECIFIC ACCESS
Access to the Second Chance Providers Registry is private, account-specific, and non-transferable. Login credentials, passwords, access links, Registry records, provider information, screenshots, exports, downloads, registry images, provider IDs, page contents, and other restricted-access materials may not be shared, sold, transferred, published, sublicensed, redistributed, scraped, copied in bulk, or made available to unauthorized individuals or organizations. Each account may be used only by the authorized account holder unless a written NSCN access agreement expressly permits additional users. Unauthorized access, credential sharing, automated extraction, or attempts to create a competing Registry, database, or derivative access product may result in suspension or termination of access and any other remedies available under these Terms or applicable law. NSCN may use reasonable login, session, device, and IP-address information to investigate credential sharing, automated access, scraping, or abuse.

Third-party websites linked from the SCP Registry operate under their own terms and privacy practices. A dispute concerning a Registry Provider’s services, fees, decisions, or conduct is between the purchaser and that Registry Provider, although suspected misuse of the SCP identity may be reported to NSCN.

DESKHUB SUPPORT

Questions regarding DeskHub navigation, access, account assistance, SCP Registry access, billing, cancellation, or available NSCN workflows should be directed to nscn.deskhub.support@findsecondchance.com. Support provides reasonable assistance with access, product clarification, and available workflows. Unless expressly included in a purchased product, support does not guarantee live, synchronous, one-to-one, concierge, or step-by-step walkthrough service. A purchaser’s disagreement with an accurate or reasonable response does not itself establish non-delivery or refund eligibility.

ARTICLE XXV

XXV. Disclaimers Of Warranties

NSCN provides the websites, forms, content, digital resources, Pros DeskHub access, registry access, routing infrastructure, state hub pages, intelligence resources, reports, educational materials, Registry Provider links, and all related services on an “as is” and “as available” basis. To the fullest extent permitted by applicable law, NSCN disclaims all warranties, express or implied, including warranties of merchantability, fitness for a particular purpose, title, non-infringement, accuracy, completeness, reliability, availability, uninterrupted operation, error-free operation, and suitability for any particular outcome.

NSCN does not warrant that a platform, registry, password, link, third-party website, professional, or Registry Provider will be uninterrupted, secure, error-free, current, continuously available, free from technical issues, or suitable for the purchaser’s circumstances.

ARTICLE XXVI

XXVI. Limitation Of Liability

To the fullest extent permitted by applicable law, NSCN and its founders, owners, officers, directors, managers, affiliates, successors, and assigns will not be liable for any indirect, incidental, special, consequential, exemplary, punitive, or similar damages arising from or related to use of the network, reliance on public content, professional conduct, Registry Provider conduct, routing outcomes, access purchases, registry use, member or purchaser decisions, third-party actions, technical failures, access interruptions, or any other matter connected to NSCN’s platforms, resources, routing, registry, or services.

To the fullest extent permitted by law, NSCN’s total aggregate liability to any claimant will not exceed the total amount that claimant paid directly to NSCN for the specific product, subscription, registry access, or service giving rise to the claim during the three months preceding the claim. For members who paid nothing to NSCN for general intake or routing, NSCN’s liability is limited to the maximum extent permitted by law. Nothing in these Terms limits liability where such limitation is prohibited by applicable law.

ARTICLE XXVII

XXVII. Indemnification

To the fullest extent permitted by applicable law, members, professionals, Registry Providers, purchasers, subscribers, and users agree to defend, indemnify, and hold harmless NSCN and its founders, owners, officers, directors, managers, affiliates, successors, and assigns from third-party claims, damages, losses, liabilities, costs, and expenses, including reasonable attorney fees, arising out of or related to: violation of these Terms; misuse of the platform or registry; false or inaccurate submissions; unauthorized submission of another person’s information; misuse of member or registry data; unauthorized sharing of access credentials; scraping or redistribution; unauthorized use of NSCN intellectual property; violation of applicable law; professional or Registry Provider errors or omissions; discrimination claims resulting from independent third-party conduct; privacy violations caused by the indemnifying party; or any other act or omission of the member, professional, Registry Provider, purchaser, subscriber, or user in connection with the network.

This section does not require a consumer to indemnify NSCN for NSCN’s own conduct where such an obligation is prohibited by applicable law.

ARTICLE XXVIII

XXVIII. Billing Errors, Chargebacks, And Payment Disputes

Purchasers are encouraged to contact nscn.deskhub.support@findsecondchance.com promptly so NSCN can investigate billing errors, cancellation concerns, access problems, duplicate charges, unauthorized transactions, product-clarification questions, or claimed delivery problems. Contacting NSCN does not limit any non-waivable right to dispute a billing error, unauthorized transaction, or undelivered service under applicable law or card-network rules.

If a payment dispute is initiated, NSCN may submit relevant records to the payment processor, card network, or issuing bank, including the product description and checkout disclosures in effect at purchase, affirmative-consent records, transaction receipts, access-delivery records, login or session records where lawfully collected, provider-link access or click records where lawfully collected, locator-request submission history, cancellation records, support messages, support-response records, and other relevant communications.

NSCN may contest a dispute when its records show that the charge was authorized and the purchased access was materially delivered as described. Access associated with a reversed or disputed payment may be suspended while the account status is reviewed.

A purchaser must not knowingly misrepresent an authorized transaction as unauthorized, fraudulent, not received, or not as described. NSCN may decline future transactions or terminate access after documented payment abuse, credential sharing, repeated bad-faith disputes, or a reversed payment.

RIGHTS PRESERVED
Nothing in this section waives or restricts any right that cannot lawfully be waived. NSCN cannot guarantee the outcome of a dispute decided by a bank, payment processor, card network, regulator, or court.
ARTICLE XXIX

XXIX. Suspension And Termination

NSCN may suspend, limit, rotate credentials, block, or terminate access to the platform, forms, subscriptions, digital resources, registry, routing, professional identifiers, NSCN Pros IDs, Registry Provider IDs, or any network function where NSCN reasonably determines that a user, member, professional, Registry Provider, purchaser, or subscriber has violated these Terms, the Privacy Policy, the Second Chance Living Standard, an applicable access rule, or applicable law, or has threatened the security or integrity of the network.

Suspension or termination does not itself create refund eligibility. Refund rights, if any, are governed by the separate NSCN Refund Policy and applicable law.

ARTICLE XXX

XXX. Governing Law And Dispute Resolution

These Terms are governed by the laws of the State of Texas, without regard to conflict-of-law principles. Venue for any dispute will be in the state or federal courts located in Harris County, Texas, unless another venue is required by applicable law or a separate written agreement signed by NSCN. Before filing any legal claim, the parties agree to attempt in good faith to resolve the matter by written notice to NSCN at the contact email listed in these Terms.

ARTICLE XXXI

XXXI. Changes To These Terms

NSCN may update, revise, or modify these Terms from time to time as the network evolves, as applicable law changes, or as operational practices are refined. Updated Terms will be posted on FindSecondChance.com with a new effective date or updated date. Continued use of NSCN after updated Terms are posted constitutes acknowledgment of the updated Terms. If you do not agree to the updated Terms, you should discontinue use of the platform and avoid submitting additional information.

ARTICLE XXXII

XXXII. Severability And Entire Agreement

If any provision of these Terms is found invalid, unlawful, or unenforceable, the remaining provisions remain in full force and effect. These Terms, together with the NSCN Privacy Policy, the NSCN Refund Policy, any applicable signed professional agreement, invoice, order form, checkout disclosure, subscription terms, registry-access terms, access-delivery communication, and product-specific terms, constitute the complete agreement between the user and NSCN for the applicable use or transaction.

No oral statement, informal communication, website summary, marketing phrase, public post, AI-generated summary, or unsigned communication modifies these Terms unless confirmed in a signed written agreement by NSCN. If a product-specific checkout term directly conflicts with a general provision of these Terms, the more specific checkout term controls for that purchase to the extent permitted by law.

Use DeskHub Support for account access, navigation, product clarification, billing, cancellation, access-delivery questions, and available workflow assistance. Use the NSCN General / Legal Contact for formal notices, professional-conduct reports, and other general network matters unless a more specific channel is provided.

NSCN is a protected SaaS and technology platform providing access through the NSCN Member DeskHub, NSCN Pros DeskHub, Voucher DeskHub, provider-registry systems, protected communications, rule-based routing, navigation, and intelligence tools. Pros DeskHub users and Registry Providers are independent parties, not staff, employees, agents, or representatives of NSCN. The SCP Registry is optional and is never required for NSCN’s free core services. An SCP purchaser buys provider-registry access, not a property-address list, rental inventory, approval, placement, provider response, or any guaranteed result. Provider links may open independent third-party websites, and free Housing Node locating requires a separate Member-submitted locator request. By accessing or using an NSCN DeskHub, the SCP Registry, or another NSCN service as an authorized user, purchaser, subscriber, visitor, or participant, you acknowledge these Terms.
