A. GENERAL DISCLAIMER
The proprietary tools and educational resources provided by the National Second Chance Network ("NSCN") through FindSecondChance.com, including but not limited to the PHA Policy Monitor, SOI Law Tracker, Eviction Filing Index, Voucher Funding Tracker, Voucher Success Rate Monitor, Manual Review Accelerator, Residency Profile Architect, Income Authority Engine, and the NSCN Quarterly Report, are provided for educational and informational purposes only. These tools are free resources designed to help voucher holders, second-chance renters, housing professionals, and the organizations that serve them make more informed decisions. Use of any NSCN tool does not create a professional-client relationship of any kind, including but not limited to an attorney-client relationship, a financial advisory relationship, a tax advisory relationship, or a counseling relationship. No information provided through any NSCN tool constitutes legal advice, financial advice, tax advice, or professional housing counseling.
B. NO OUTCOME GUARANTEE
NSCN tools provide data, templates, guidance, and educational information. They do not guarantee any specific outcome. Decisions regarding housing applications, voucher administration, lease approvals, landlord screening, legal claims, financial decisions, and all other matters are made by the relevant decision-makers — landlords, Public Housing Authorities, courts, employers, financial institutions, and other entities — in accordance with their own policies, criteria, and applicable law. NSCN has no control over these decisions and makes no representation that use of any NSCN tool will result in a favorable outcome.
C. TRUTHFULNESS REQUIREMENT
Any information you provide using NSCN templates, worksheets, checklists, or any other tool — whether submitted to a landlord, a Public Housing Authority, a court, an employer, or any other entity — must be truthful, accurate, and complete. Submitting false, misleading, or fabricated information using NSCN tools may result in denial of a housing application, revocation of a voucher, termination of a lease, legal liability, criminal penalties, or other adverse consequences. NSCN is not responsible for any consequences arising from false or misleading information submitted by a user, regardless of whether an NSCN tool or template was used in the preparation of that information.
D. DATA ACCURACY & SOURCES
NSCN tools draw data from publicly available government sources, research institutions, and verified reporting organizations, including but not limited to the U.S. Department of Housing and Urban Development (HUD), the Federal Register, the Code of Federal Regulations (CFR), the Princeton Eviction Lab, the National Low Income Housing Coalition (NLIHC), the Center on Budget and Policy Priorities (CBPP), the National Housing Law Project (NHLP), the Poverty & Race Research Action Council (PRRAC), the Harvard Joint Center for Housing Studies (JCHS), Public Housing Authority websites, and state and local government databases. All data points include source attribution. NSCN makes reasonable efforts to ensure data accuracy and to update tools on the schedules noted on each tool page. However, housing policy, regulations, and data change frequently. Users are responsible for independently verifying any information obtained through NSCN tools before making decisions based on that information. NSCN does not guarantee the accuracy, completeness, currency, or reliability of any data presented in any tool.
E. DATA CORRECTIONS
If you identify an error, outdated data point, broken source link, or inaccuracy in any NSCN tool, you may report it by contacting NSCN at nscn@findsecondchance.com, by calling (415) 847-2818, or through FindSecondChance.com/contact-us. NSCN will review reported errors and make corrections within ten (10) business days of receipt. Corrections will be noted on the affected tool page with an updated date.
F. PARTNERSHIP & ORGANIZATION DATA
Certain NSCN tools and resources reference or list third-party organizations, including Public Housing Authorities, legal aid offices, housing counseling agencies, reentry nonprofits, workforce development programs, community development financial institutions, landlord associations, and domestic violence service providers. Inclusion of any organization in an NSCN tool, database, article, or resource does not constitute an endorsement, guarantee, or certification of that organization's services, competence, or outcomes unless the organization has been formally designated as an NSCN Verified Partner through a written agreement with NSCN. Organization contact information is sourced from publicly available records and may change without notice. Users are responsible for verifying current contact information before relying on it.
G. FAIR HOUSING & DISCRIMINATION REFERENCES
NSCN tools may reference federal, state, and local fair housing laws, including the Fair Housing Act (42 U.S.C. § 3601 et seq.), HUD guidance documents, source-of-income discrimination laws, and related regulations. These references are provided for educational context and do not constitute legal representation, legal advice, or a determination of your rights under any specific law. Fair housing laws vary by jurisdiction, change over time, and may be subject to judicial interpretation. Users may access and use NSCN tools and download NSCN templates for personal, non-commercial, educational purposes only. If you share, reference, or cite NSCN content, you must provide clear attribution in the following format: "Source: National Second Chance Network, FindSecondChance.com" with a direct link to the original content. Commercial use, reproduction, distribution, modification, or creation of derivative works from NSCN tools or content requires the express written permission of NSCN. Requests for commercial use should be directed to nscn@findsecondchance.com.
I. LIMITATION OF LIABILITY
To the fullest extent permitted by applicable law, NSCN, its officers, directors, employees, agents, affiliates, partners, and contractors shall not be liable for any direct, indirect, incidental, special, consequential, punitive, or exemplary damages arising out of or in connection with your use of or reliance on any NSCN tool, template, worksheet, checklist, article, data point, or any other content or resource provided through FindSecondChance.com. This includes but is not limited to damages arising from errors or omissions in tool data, decisions made based on tool information, outcomes of housing applications or legal proceedings, or any other use of NSCN tools.
